What 80s/90s cartoon had trolls or something that lived on an island and had bad guys on a tanker in the bay?

The people on the island had wooden trains and solar power and other handywork. There were a few evil guys that lived on a big rusty tanker out at sea. One of the bad guys was a woman who had black hair and reminds me of a witch! I remember seeing it around 1990 on GWN (Australia).
Why in some cartoon shows you cant see the adults face?

anybody have the lyrics to the cartoon song that plays in the beginning? everytime my nephew watches it, I sing along to the song and I could’ve sworn I heard one of the lines as ” SUCKS when I had enough” if it does, say that. isn’t that an inappropriate word to use for a toddlers television cartoon?

I’m specifically talking about when a character is to be drawn is a specific position.. I used to draw cartoon characters but could only draw them in positions I have done before. So how do professionals get the job done when they need to draw a character in a position that they would need to look at..?

i was thinking of moho because it has bones and stuff. or animstudio i want some thing cheap that can produce at least 5mn of animation and something easy to use but what should i use? (to make cartoon animations(video)).
